We have the exact same issue in an intune/autopilot environment and it has been like this for at least a year. Install-Language is overly slow and fails 50% of the times.
What worked for us is to stop deploying a Software that changes the WSUS durring Autopilot. In our Case that was the SCCM Agent which was automatically enrolled via AD Discovery an deployed a WSUS Policy. Install-Language could not handle that and ran into an error
