Why I don't have access to Install MDM?

Requirement: I want to manage only one Android device as of now. So I got to know about EMM option. I chose Microsoft and tried to setup Microsoft Intune, but few issues are coming. 

Issues: When I go to https://intune.microsoft.com/#settings/directory - Devices - By platform - Android - Android Enrollment, there I'm getting error and it is saying setup MDM.

When I click and tried to setup MDM, it is telling me that no access. What to do?
