VPP Token and Apple ID assoiscated with it

Our VPP token is set to expire and the user that created it is no longer with our company. 

They did use a generic Apple ID (shared email) but we do not have access to this IDs password they used. 


When on ABM the Apple ID used is not even in ABM. 

My question is can I have user with a role of admin or content manager. Download and upload the VPP token file under a different Apple ID. Without it breaking our app licenses?

    It would create issues for the licensing assignments. Once you associate an Apple VPP account to Intune, you cannot subsequently associate a different account. You need to renew the same Apple ID. 

    Have you checked with Apple? They might be able to help moving the VPP to different user.
