Random Apps during Autopilot ESP

Just lately we are seeing the number of apps change in intune during the white glove enrolment. This is even if the number of Apps set in the ESP page.

So my question is , is there anything that determines the number of apps ? I would have thought this would be controlled via the ESP page , but can this be based on Network Connection . eg poor connection during the "app check" and only sees 3 apps although there are 6 set in ESP.
