Provisioning package failure in windows 11 23h2

I am trying to run the provisioning package on Local AD joined devices however I get the following error message. It works properly on windows 10 devices but unfortunately doesn't work fine in Windows 11 23H2 devices.

I read through all the article/community and discovered that it was previously a known Windows 11 issue that was addressed by MS in Nov 2022 update.

For me this update doesn't work (which is obvious as I already have a latest cumulative update installed).

Any ideas on what could be the wrong in this scenario..?
