Print to PDF / XPS gives 0KB as file size

Trying to Print to PDF / XPS printer but it saves as a 0KB file. We are trying to use a policy called Disallow USB printing to all users through INTUNE configuration profiles. When we remove "All Users" it does print to pdf/xps.

I also have an Allow PDF / XPS printer configuration profile created and I have added a GROUP that would allow users to print to PDF/XPS printer. It looks like that the "All Users" in the "Disallow USB Printing" is conflicting and not allowing to PRINT TO PDF or XPS and saves it as 0KB.

Any Suggestions?
