I have the same issue, just repro it using MAM for Outlook on Android, it required PIN for the first time, then the app can be accessed without PIN , But after restarting the device it requires PIN again.
it could be an issue for some of the new MS apps version to work with MAM. - rahuljindal-MVPBronze ContributorThe PIN is common for the work apps. If asked once, it will not be asked again unless the threshold has timed out. What is your timeout period in the APP policy?

- PBarbosa2602Copper ContributorHi, did you resolved the issue? We have the same issue with the Outlook-, Teams-, OneDrive- and Office365 Apps. All other Apps like Planner, To-Do, Whiteboard are working.
Thanks- Ashraf-AshourCopper Contributor
Hi, Yes. I think the following setting will be the solution.
After creating an App protection policy for testing.
this option : Recheck the access requirements after (minutes of inactivity)
was set by default to 30 minutes.
I changed it to be 1 minute , then waited about 3 Hours for the app to sync/check the policy again.
Then yes now if you open the app every time "without keeping it running in the background"
will ask for the PIN every 1 minute.
