Personal HP Devices Bypassing Platform Enrollment Restriction

Question

I'm witnessing personal Windows devices bypassing our enrollment restriction. They all appear to be HP devices, couple different models,

Windows 10.0.19044.2251

HP ENVY x360 Convertible 15m-dr0xxx

Windows 10.0.19044.2006

HP ENVY x360 Convertible 15m-ed0xxx

Windows 10.0.18362.1256

HP Stream Laptop 11-ak1xxx

Windows 10.0.19045.2728

HP Laptop 14-dk0xxx

Windows 10.0.19044.1889

HP ENVY Laptop 13-ah1xxx

My policy is:

MDM

Allow

Min Version

No Min Version

Max Version

No Max Version

Personally owned devices

Block

Assigned to all users.

Couple other notices:

-Intune Device ID and Microsoft Entra Device ID are identical.

-The enrollment tab is blank, 0 entries.

-Management name is blank.

Anyone have any insight?

if anyone is out there..it's happening to more than just HP.Is this the right place to ask this kind of question and get support?
