I had this issue this morning
to solve it I assigned an intune license to the cloud account (which was also on-prem synced) and waited 15 minutes and ran the installer again.

When configuring the connector, you'll need to use a user account that: is either a Global Admin or Intune Admin and has an Intune license assigned.
