Intune Licensing Options

Hi Shepcon,
Intune Plan 1 and Intune Plan 1 Device are two different licensing options for Microsoft Intune.
Intune Plan 1 is a user-based license that gives users access to all of the features of Intune, including device management, application management, and data management.
Intune Plan 1 Device is a device-based license that only gives users access to the device management features of Intune.The difference in price between the two licenses is due to the fact that Intune Plan 1 gives users access to more features, including application management and data management.
For your scenario, you only need the Intune Plan 1 Device license, since you only need to manage devices and use the wipe feature.

you are right, you can just assign the license to the user who will enroll the device.
The licence is based on a trust level.
