You mentioned that you have local Group Policies (GPOs) configured to enable MDM and set up Hybrid Azure AD Join. Double-check these policies to make sure they are correctly configured and applied to the machine. We had the same problem (error message).
In our case the "Secure Boot" was switched off, the reason for this is not clear, the HP client was given a fresh start. Normally the Enpointmanager does not touch any BIOS settings.
