Display language choice on HP and Dell are skipped in OOBE when network cable are connected
I am assuming you are doing pre-provisioning.
So, I am now provisioning HPs via Device Preparation only User Drive, no problem with and without wired connections.
Good luck!

Yes, pre-provisioning works. However, the OS language is incorrect if the network cable is connected at startup. In that case, it defaults to English—the first option in the list—when it should be Swedish.
I just ran a new test on a brand-new Dell Pro 14:
- Started the out-of-box Dell Pro 14 with the network cable connected. The initial OS language prompt displayed English, Swedish, and Danish.
- Registered the device with Autopilot and waited for the profile to be assigned.
- Rebooted the computer with the cable still connected. This time, the language prompt was skipped. I completed the pre-provisioning and user login successfully, but the display language was set to English (which is incorrect).
- After wiping the device and restarting without the cable connected, I received the language prompt and selected Swedish. I then connected the cable and proceeded with pre-provisioning and user login. This time, everything was installed and configured as before, but now the display language was correctly set to Swedish.
So, this issue is still present. It’s not related to the deployment or app installation—it occurs earlier, at the initial OS language selection prompt from Dell/Lenovo/HP.
