Device management without Azure AD credentials in intune

Azure ad credentials (registered/joined) are pretty much required to manage a device with Intune. if the device is not joined/registered you cant enroll it to intune

We just want to track this device when it last logged in and all basics -
Is it possible to make "Device Enrollment Manager" and just register the device with Intune with Device Manager Credentials?
- if we do that can we create policies we need and apply to those devices ?
