The missing link is the Windows Update publication, not the Dell download page. I would document one affected service tag, current BIOS version, target BIOS version, hardware ID, Intune driver policy name, and Windows Update scan time, then check whether the firmware appears in the Microsoft Update Catalog for that model. If it is not in the catalog, Intune cannot deploy it through Driver Updates no matter how the policy is configured. For security exposure, raise it as a coordinated vendor-publication issue with Dell and Microsoft, and ask specifically whether the firmware has been published to Windows Update for the Dell 5520 hardware IDs you manage.
