CSP Configuration policy showing as "Not Applicable"

I am in exactly the same boat. Did you get any traction on this?
Been breaking my head over setting a systemwide proxy, and so far, everything from regkeys to deprecated netsh commands have failed. It seems I need this CSP, but also getting 'not applicable'...
