Change Apple Id and VPP licenses

Hello.
I have a strange behaviour. I have a user that have a VPP app deployed, if that user enroll a device with a different Apple Id the app does not install. Its the same if the user do a factory reset an the same device.
Is it not supported to change Apple Id? To me that would just consume an additional license for the app.

    Interesting, switched back to the first Apple Id again, the app installs almost immediately
