When I got Red screen with Pre Provision failure, then I opened CMD and check the status via dsregcmd /status and find this information
I have tried it on LAN and WIFI with same issue

I am having exactly the same issue and am already troubleshooting it with Microsoft Support but nothing so far. I could share my logs here.. only i do not know how..

Hi All,
As the Logon Disclaimer is the User bas Policy or Configuration profile so it has to deploy on User group rather than Device group. It will resolve your issue if you deploy on User group instead of Device group.

Can you please elaborate what you mean? What is the "Logon disclaimer" ?
Are you talking about Tenant Admin> Terms and Conditions > Policy ?
For the record, ours is already deployed to users but it doesn't fix this issue.
