What do you mean: Be aware that you can not combine Filters (only Devices) on User Deployments Scopes or assignments.
It could go after i tested that it is not the greatest approach.
In order for you to better udnerstend how it works, just take this exercise from me and the links that I provided you allready.
Create a filter as in the link I provided, create a configuration profile or an APP deployment as a user scope and assign the filter to your deployment as “Included”.
