Hy,
take a look on dynamic groups and Filters:

For Example in order to o create a group that includes all of the Windows Autopilot devices, enter: (device.devicePhysicalIDs -any (_ -startsWith "[ZTDid]")).
For you "Rules" you can use Filters, it suitable for your scope.

Review you APP assignments and maybe later one you Firewall rules.
Be aware that you can not combine Filters (only Devices) on User Deployments Scopes or assignments.

It could go after i tested that it is not the greatest approach.
In order for you to better udnerstend how it works, just take this exercise from me and the links that I provided you allready.
Create a filter as in the link I provided, create a configuration profile or an APP deployment as a user scope and assign the filter to your deployment as “Included”.

What type of autopilot deployment are you using in Intune so I can give you further assistance.
