Still happens to us whether there's a SIM card or not. Most of my test devices are without. I'm currently working with Google on this issue, they think they are close to having it resolved.

With the latest logs you submitted yesterday as well as cross checking with our backend logs we were able to make some progress. Although we have yet to root cause the issue, we did narrow down the issue quite a bit and were able to learn that the issue is somewhere around the start of the policy application (which is one of the stages during the overall enrollment workflow).
