I'm having the same issue since last 2 months. No resolution yet. I have the case escalated to Microsoft support.
Any update if the issue is resolved? And if so, what needs to be applied?

I'm pushing management team to increase the severity.
I enrolled few devices yesterday (all with same model and same internet connection).
Success first time attempt was 20%.

I still have 1 phone that I cant enrol, up to about 7 resets now.
All phones are Motorola G51
