Apps are not installing at the time of enrollment
Hi People,
I am new in enrollment of the android devices.
I have a few devices which I need to enroll as Corporate-owned, fully managed user device.
In order to do so, I completed the steps below:
1. Scan the code
2. Login as company credentials.
3. Setup the pin number.
After that I am stuck at installing the apps.
As Microsoft Authenticator and Microsoft Intune are required apps, without that I can't do anything.
Installation of that apps are just going for ever.

Is the device enrolling in Intune at all?
Do you have any Conditional Access (Compliance) or something else blocking it?

Bijanya, Any updates on this from your sid?
In addition to the questions previously asked by NielsScheffers:
- I'm assuming that the connection between Intune and the managed google play store is working? But just to make sure; Are you able to enroll using other methods and install these applications? Perhaps you can try a personal device with work profile enrollment or a corp owned device with work profile.
- What Android version are you running? I'm again, assuming you're on 8.0 or higher.
- Do you have this issue with just 1 device? Did you test with other devices? Just to rule out it's an issue with this particular device.
- You write that you login with company credentials (step 2). Is that the chrome browser starting and asking for credentials?
- And again, I'm assuming it's not a DEM account you're enrolling with

The device seems to get enrolled but I can't find it on the controller.
There's no blocking at all.
There's no issues when I enroll a window's laptop or either apple devices.
Its just that Android devices are not getting through this step.

Also, do you have any device CA policies in place and what type of network are you using the enrol the devices? LAN or public?

BijanyaDid you find out what was your issue? I'm having the same issue now. My configuration works for years but somehow started to stop working. I can sometimes get it to work by keep on trying but mostly not. I'm enrolling Samsung Galaxy A33 Android 12 - 13 version. There is no device restriction and limit restriction in placed. I tried connecting to different wifi connection and still can't get it to work.

We also have this issue now, started happening a month ago, much worse now. COPE enrollment, Tap 6 times, Wifi, login with MS, set device passcode, But then it just spins at the same screenshot you have posted. No Conditional Access policies, No device Restrictions, No MFA for Enrollment, tried multiple WiFI (work, home, starbucks) still the same result. Confirmed no duplicate or previous devices in AAD or Intune. According to Intune device successfully enrolls, compliance in AAD is Not Evaluated. I have a critical case opened with MS too! Will post again if I hear anything.

I'm having the same issue since last 2 months. No resolution yet. I have the case escalated to Microsoft support.
Any update if the issue is resolved? And if so, what needs to be applied?

I'm pushing management team to increase the severity.
I enrolled few devices yesterday (all with same model and same internet connection).
Success first time attempt was 20%.
The rest I had to do a factory reset at least twice.
- SSking180Copper ContributorI found a solution that works for me, what you need to do is find the serial number of the device you are trying to enroll, switch off the device then wipe and delete all the old entries under that devices serial number. Then after you search for the serial number under devices and no more entries show up, try setting up the device. That works for me! Hopefully it works for you too
- GeoffB1155Brass ContributorThanks SSking180, We've been doing that and on the 5th try it 'might' work. 5 hours to enroll a device is not acceptable. This also happens to newly enrolled devices too!
- Abcolg8Copper ContributorJust rolled out 6 devices. only 1 device worked strait away the other devices took at least 5 or 6 factory resets before they would get a tick on the required apps. I still have 1 device that will not enroll
- securityNutCopper ContributorWe are seeing the same issue here. The device registers just fine into Intune/MEM and shows as corp-owned/work profile. We can even push a wipe command out for the device. The issue is that the apps are completing the download/install and there is no error message to report and no way to bypass the Work Profile setup.

- GeoffB1155Brass ContributorStill happens to us whether there's a SIM card or not. Most of my test devices are without. I'm currently working with Google on this issue, they think they are close to having it resolved.

- Abcolg8Copper ContributorI still have not heard anything from Microsoft, i was having the issue again this morning so i just left the phone doing the spinny wheel thing on those apps and they eventually went to a tick at around 4:00pm AEDST so about 7 hrs later ... i know things work on Microsoft time but geez
