May consider this:
1. Join the Microsoft 365 Developer Program
• You can sign up here for a free sandbox subscription.
• While it doesn’t include Copilot, you can still build and test Copilot extensibility solutions with limited capabilities.
2. Use Copilot Studio
• You can experiment with Copilot Studio to build agents and test interactions.
• Some features like recurring prompts and Teams AI workflows may work in restricted environments.
3. Set Up a Separate Production Environment
• If feasible, create a new Microsoft 365 production tenant and purchase a Copilot license.
• This allows full access to Copilot Chat and agent experiences without admin restrictions.
