Visio 2019 failed to open vsd files

It used to work, but recently it can't open vsd files, when I try to open, it prompts this message

Security Policy:

Your admin has blocked this kind of file.

But I checked our it department didn't apply this kind of policy. It could be opened once I convert the vsd file into a vsdx file. Anybody ever encountered this problem,  how can i solve it.
