Teams calling error

Older post, but this is for the people searching for some type of solution.
We too had some crazy issues. It was an issue with assigning the E5 License assignment. If you recently changed it to E5 from say the E3 and, say "Business Voice". This assignment of E5 is broken and will cause issues.
Our fix was to move people away from E5 back to E3. Give it time to propagate, say 20 minutes, then switch to E5 WITH Domestic Calling Plan all at the same time.
