Two things. First, the DLP rule blocking other domains? That usually means your policy is scoped too broadly. Check if you have "any domain" selected as a condition elsewhere. Second, the request access option is expected behaviour. DLP blocks sharing, but site owners can still approve requests manually. That is by design. Double check your policy scope and test with a single domain first.

Yes, DLP rule blocking other domains as well.
there is no other policy configured for SharePoint\OneDrive. I have changed to Domain IS and IS NOT but policy is not working in both conditions.
I created rule with block and allow and it still not blocking and allowed all.
