Outlook Message box GUI blacked out when sending attachment through Excel

This is how the message dialog appears sometimes when I am sending an attachment from Excel.  Closing the dialog and Excel to attempt again produces the same results.   I am running Surface Pro 6 at 200% but extend two other screens from dock station.
