OneNote Feed doesnt work in OneNote desktop application

I would suggest the issue relates to your identity. Where is the Onenote notebook actually saved? Sounds like a commercial tenant? Is that true? If so, you are using a consumer account to access a commercial environment which sounds to be set up incorrectly.
Sounds to me like you need like you need to use a commercial account (i.e. Microsoft 365 Business) instead of a consumer account (i.e. Outlook.com) when it comes to using this particular OneNote.
