What is their current environment? If they are using Exchange, syncing the user objects to O365 will also sync the information about their on-premises mailbox, thus O365 will not allow you to create a mailbox for them by assigning a license and expects you to do a migration instead.

Hi Vasil,
they have an on Prem Exchange, i checked for the MailboxGuid though and there is none. I think those Attributes get cleaned when you disable the DirSync via Powershell. The Users are shown as Cloud Only Users and i can see the Options on the Mail Tab, no "Waiting for Migration" , but there just doesnt get a Mailbox provisioned.
