Filter between two dates

I have a formula that filters correctly, but it doesn't pull all the data I need.  I have another formula that does that, but I can't figure out how to implement the filter function to it.  The formula in A7 filters correctly,  but doesn't pull all the data.  The formula in A21 pulls the correct data, but I'm not sure how to add the filter function to it.  The most milestones per class would probably be 15.
