Excel Online Permission

Is there any way to set the Excel Online Permission as public? Users are able to view the content anonymously without authentication? More specifically, Power BI users can connect to it anonymously.

    Depends on how the tenant is set up - if the admin has allowed it, you can share files as anonymous links, including with edit permissions.
