Delve/Personal Blogs

Is it possible to create Delve blogs through an API?  I've been looking at the Microsoft Graph and haven't seen it.  All I have seen so far is a relatively old blog post from 2015 on how to use the search API to get blog posts: https://blog.beecomedigital.com/2015/10/18/retrieving-posts-from-blogs-available-in-delve-with-office365-rest-api/.
