Creating rules in M365 that apply like Outlook rules

Hello and thanks for the responses. I checked out the link you provided me Kidd_Ip but It did not really help me with my problem. Maybe I was not specific enough on my part.
The goal is to have a rule, that blocks incoming Mails without any attachment. Unfortunately I cannot find any logical operation that inverts my settings. The only attachment that should be allowed are PDF files.
The build-in settings only make it possible, to block mails containing all the other file types.
Do I have to work with spam filters or some other tool in M365 to make this possible?
