There's no "tenant" setting that can prevent this, but if those are managed devices, you can disable caching via GPO/reg edit/OCP: https://docs.microsoft.com/en-us/outlook/troubleshoot/deployment/cached-exchange-mode#to-configure-cached-exchange-mode-settings-using-group-policy
