For continued pen work, create a OneNote page, insert the PDF as a file printout or insert the image, set it as the page background, then use Draw with your stylus. You can annotate, highlight, erase new ink, and add text, but existing Whiteboard strokes, sticky notes, and shapes will remain part of the background and cannot be individually edited. If object-level editing is essential, recreate those elements before deletion.
