Had the same error, found the file in C:\Program Files\Microsoft Azure AD Sync\Bin\ADSync , copied it back to the bin file, closed and re-opened the azure ad connect setup wizard and it went through correctly after that. I'd imagine the installer just hasn't told it the true location of the file
