Problem accessing the product code for Microsoft 365 purchase from tech Soup

We also purchased a Windows 11 Pro upgrade license through TechSoup. This product is discounted by about $20 from what it would cost to purchase through the Windows Store.
We are able to complete the purchase through TechSoup. We receive all documentation about how to access the activation key in the admin portal. When we follow the steps listed, we hit an error where the system will not provide us with the activation key.
I have created a ticket with Microsoft Support. They originally had me reach out to TechSoup for support and to have TechSoup open a ticket on my behalf. TechSoup refused to do this and said there is nothing they can do on their end after a product is purchased and delivered.
Microsoft continues to try to resolve this issue with emails every other day, but there is no update. When there is an update, it is that they need me to log in and provide them with an HAR log of the issue. Then they say they fixed the issue and to try again in 24 hours. The error still occurs every time.
Is anyone else dealing with this issue?
In my last conversation with TechSoup, trying to get a refund, they mentioned that I have to go through the Nonprofit page support for this issue and not through the admin portal. I don't see how that can fix this, as the issue stems from the admin portal not giving me access to the activation key. And it's all Microsoft! Can they not communicate this to each other and know who can fix which issue?
