Nonprofit Business Basic licenses not available after approval

I have the exact same problem in the UK - both with my grant account being approved but showing no apps, and the inability to raise a support ticket: only shows a phone number and no link to raise a service ticket. The phone number is constantly engaged. Come on Microsoft you must do better than this, please.
