I can confirm the RoamIdentity registry entry "fixed" this issue for us. It's worth noting that the GPO template didn't work and because we are using office containers the reg path for "RoamIdentity" is "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\FSLogix\ODFC"
you need to add a key
"HKEY_LOCAL_MACHINE\SOFTWARE\Policies\FSLogix\ODFC"

internet says allows legacy roaming for credentials and tokens created by the Web Account Manager (WAM) system. Set to '1' to enable the function.
but the mfa with modern authentication remains active
