An inbound rule was found in the IIS request filtering configuration that blocks all requests containing “powershell” in the URL path. This rule is responsible for blocking PowerShell remote connections, including the connection to the Exchange Management Shell and the Hybrid Wizard.
Action:
The rule blocks requests that match the string “powershell” and causes the request to be aborted. Removing or customizing the rule should resolve the issue.
