Throttling policies in a DAG

yes, the throttling policies you've established and applied to your mailboxes will remain in effect even if certain databases are active on the second node of the Database Availability Group (DAG).
These policies are linked to individual mailboxes, rather than databases or servers. Consequently, when you transfer a mailbox database to another server within a DAG, the throttling policies associated with the mailboxes in that database will persist.
However, keep in mind that the Active Manager determines which server hosts the active copy of a mailbox database, and the throttling policies of that active copy will be applied to the client requests.
