Rethink/Reenable Connected Accounts in Outlook.com using Oauth/Modern Auth

It's unfortunate that the connected accounts sync feature has now been removed from all Outlook.com versions. It should be reenabled/rethought using Oauth/Modern Auth functionality with IMAP/Paop rather than just removed so that Outlook.com can be a fully-fledged web-based provider along with Gmail/Yahoo and others that all offer a version of this sync functionality.
