On premise 2016 to exchange online

Hi all, i have a hosted exchange 2016 with 22 tenanats that I need to migrate. I don't want to install AAD connect or hybrid. Is there a way to do it manually by importing a CSV file? Or do a cut...

It is better to Configure the Exchange Hybrid Temporary and do the migration, it will work seamless without any downtime. 

You cannot cutover selective mailboxes in IMAP migration since the mail flow will be affected between On-premises and Cloud.

    How would you configure hybrid with 20 tenants?

      It is better to make the hybrid setup with the Main Tenant -> Migrate the users to Office365->Use the Third Party tool and do the Tenant to Tenant Migration(Quest ODM or Bittitan Etc)
