Closing this out as unexplained and possibly irrelevant/expected behaviour.
I made some changes in Exchange Online and those changes were reflected in the Outlook address book inside of the expected 24 hours.
While I continue to see the above errors both in the BITS queue and event logs, I am now also seeing successful transfers being logged in between.
Perhaps the errors are expected - I'll probably never know, but so long as the address book is updating, I guess it doesn't matter.
