havelkar Have you seen Can't install or open Exchange Server Hybrid Configuration Wizard (HCW) - Microsoft Support? It looks like it documents a step you might not have done to resolve this. These steps are also covered in this blog post - Unable To Install or Launch Exchange HCW - 250 Hello.
FYI, I have encountered this several times. One other thing I did that worked a few times was to go into Control Panel and uninstall the HCW altogether and then reinstall it.
