Yes, technically that is an alternative. With an on-premises Exchange Server, you have greater control over sending limits and mail flow.
However, it also means maintaining infrastructure, availability, security, updates, IP reputation, monitoring, and the ongoing operation of the environment.
The purpose of HVE is to provide a native Microsoft 365 option for approved, automated, high-volume internal workloads, without requiring an organization to maintain an on-premises Exchange Server solely for that scenario.
Ultimately, this is not just a decision about limits. It is an architectural decision involving operational cost, security, resilience, and governance.
