Granting an external user Exchange Administrator role
Is it possible to grant an external user the Exchange Administrator role and have them able to access the admin portal at https://admin.exchange.microsoft.com? When we were testing, they got the following error:
Selected user account does not exist in tenant 'Microsoft Services' and cannot access the application '[UUID]' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.

Is the external account a Microsoft account? What was the process of testing? Did you add the user as a guest user in Azure?- Temitope_VictoriaBrass Contributor
I am an Independent advisor answering questions about Exchange.
Currently, the way the external user can have access and make changes as the Exchange admin is to have a user account within the tenant.
There is a limit to what the external user can do within the tenant.If you find this information helpful, please mark it as best response which will assist others with the same question.

Temitope_Victoria, the account in question exists in the tenant, but as an external user so authentication is delegated to another Entra AD. Or do they need to be an internal user for this?
