I am an Independent advisor answering questions about Exchange.
Currently, the way the external user can have access and make changes as the Exchange admin is to have a user account within the tenant.
There is a limit to what the external user can do within the tenant.

Temitope_Victoria, the account in question exists in the tenant, but as an external user so authentication is delegated to another Entra AD. Or do they need to be an internal user for this?

Yes, they need to be internal users to be able to act as Exchange Admin.
