Exchange Server Outlook Mail Delivery issue

With Using Outlook Office 365 Desktop Client, Some of the Users mail not Delivering to Recipient mail who are inside or outside the organization, where mails in User (Sender) sent item Folder. while checking Message Tracking log in Exchange Server (Exchange 2016 CU19) messagess are not in logs.
