Exchange 2016 Giberrish in emails

hellow everyone, 

Exchange 2016 latest CU 20 some incoming hebrew emails are getting with Gibberish and unreadble. the problem is the same in outlook client OWA and outlook mobile. 

i have forward same email to gmail account OK.

i have forward same email to my 365 email account OK.

i have forward same email to my exchange 2019 OK. 

try uninstall AV not helping, check Encoding seems ok. 

what else could it be?

any help will be helpfull.
